[VOTE] Release Apache SkyWalking (incubating) version 6.0.0-beta

Hi all,
This is a call for vote to release Apache SkyWalking (Incubating) version
6.0.0-beta.

The Apache SkyWalking community has tested, voted and approved the proposed
release of Apache SkyWalking (Incubating) 6.0.0-beta

We now kindly request the Incubator PMC members review and vote on this
incubator release.

SkyWalking: APM (application performance monitor) tool for distributed
systems,
especially designed for microservices, cloud native and container-based
(Docker, Kubernetes, Mesos) architectures.
Underlying technology is a distributed tracing system.

The notice is only for new PPMC members. Most podlings do not differentiate
between committers and PPMC so you would end up seeing notice emails for
new committers being sent to the IPMC.

Does a new podling committer require notice to the IPMC?

We used to require that a podling notify the IPMC after its PPMC had voted
to invite a contributor to be a committer and before the candidate was
notified.  Do we still require that? I can't recall seeing any emails from
other podlings on that lately and I couldn't find any docs on the incubator
site one way or another.

I'm also +1 on a proposal on incubator even if it's voted on direct to
TLP.  It will help you significantly in understanding the goals of the
PMC and get others involved.  And if I can get the companies like
Udacity, Udemy, Coursera, Pluralsight, etc. to come to the table and
help, they will likely need the incubation process to understand the
Apache Way.

steps are common between incubation and straight to TLP.
