Hey all,

There has been some uncertainty about whether open source software falls
under EAR.  This blog post is meant to address this, and especially to help
our Chinese podlings feel more at ease:

There have also been some question specifically on the use of github.  If
you are not comfortable using github in the current legal environment, you
can still participate in open source projects at the ASF using the Apache
git repositories.

Hello All,

This is a call for vote to release Apache Zipkin Reporter
(Incubating) version 2.8.3

The Apache Zipkin community has voted on and approved a proposal to
release Apache Zipkin Reporter (Incubating) version 2.8.3.

We now kindly request the Incubator PMC members review and vote on
this incubator release.

Apache Zipkin Reporter (Incubating) is the component that send spans collected 
on the client-side to the Zipkin Server, via different kind of transports.
