Incubator policy wording

Hi,

I reorganised the policy pages and that can be seen here. [1]

The next task which I think would be useful to to simply that language on that 
page as it’s not written in a very user friendly way. It's wordy and uses 
lauaguage that non-native english speakers I assume would find difficult to 
understand. 

It’s also a little cumbersome in how it refers to products and projects and 
reviews and assesses projects. I know why it written this way but it missing 
context. e.g the review and assessment is done via the incubator board report.

I’ll make a pull request for people to review over the next couple of days, 
unless someone jumps in first.

All of these are clearly documented. See for instance [1], [2] and [3] but each 
project is going to do things slightly differently, there are guidelines not 
binding rules. Understanding why we do things in a certain way is the hard 
thing and that is not documented very well (with a few notable exceptions e.g 
branding)

Different bits of information belong to different groups so it’s unlikely to

Cultural Analysis Paper Featuring Apache Incubator and Apache Kibble

A while ago I mentioned that I had put together a paper on Apache culture.

Well I have been working on another one. Again I have used Apache Kibble and 
this time I tried to focus on Apache Incubator and cultural embedding, I used 
some of our Chinese initiated projects that have been through or are currently 
going through Incubator and compared them with both non-Chinese initiated 
projects that had also gone through Incubator and projects that have not been 
through incubator at all (and that included Kibble!).

Please feel free to take a look and as always feedback welcome. I am working on 
putting together a brief summary page just in case people don't want to read 
all 93 pages! :-)

checked all the podling definitions and just a few of them place at a
domain rather than apache. I've mentioned to consider them to move/redirect
their website into http://dlab.incubator.apache.org/ However, is it a
problem (by legal, etc.) or not to point that website?

[IP CLEARANCE] Apache Celix - TCP pubsub admin

Apache Celix received a donation which adds an additional pubsub admin
to Celix. This pubsub admin uses TCP as communication technique
and can be used next to the existing ZeroMQ or UDP multicast pubsub
admins. No third party dependencies are added.

Hi Justin,

As far as I see, people are confused about how the system works at Apache
when they first entered to Incubator. Such a Cookbook will be great for
them. Data is sparse through ASF resources and it is not easy to access
them. I just want to mention some issues people are often confused:

* How to vote on a release.
* What is the template for a VOTE thread of a committer.
* Which actions need what kind of consensus.

i.e. I can find information here about types of consensus:

It could be nice to add such information in one place. As another example,
this page has some information about decision making which is not enough:

We should have a guideline for them. One place, all necessary questions
answered.

On the other hand, we should have a guideline for mentors too. Including
responsibilities of them, how to mentor a podling project. I know that
these are answered at somewhere but some of them are not adequate and most
of them are split into many mail list threads.
