Apache Tuweni is a set of libraries and other tools to aid development of 
blockchain and other decentralized software in Java and other JVM languages. It 
includes a low-level bytes library, serialization and deserialization codecs 
(e.g. RLP), various cryptography functions and primitives, and lots of other 
helpful utilities.

of bytes comparisons if both objects are only representing zero bytes, but they

ConstantBytes32Value ignores second parameter

This is a small bugfix release to address #445.

Linkis project has a very active community, which is driven by consensus.
And the community kept making releases for about every two months,
which was really impressive.
I think it is time for Links project to step forward to become a TLP.

Thanks Shuai Di for bringing up this discussion.
As one mentor of Linkis project, I can see the Linkis community is growing
up and has become much more diversified since incubation. Lots of
activities are happening through email, and you can always expect a quick
reply when you ask something on a community thread. I believe "Apache Way"
has been well followed in Linkis community and will continue to lead the
project into success.
I think Linkis podling now is ready to graduate to become a TLP of Apache.
