AFAIK, this is not a failed vote. You are still have more +1 than -1.
You could consider whether waiting for another round, or any voted IPMC
member would change votes.
-1 is veto.

because you already have one in
https://dist.apache.org/repos/dist/release/incubator/hugegraph/ , keep all your
KEYS
in dist/release/incubator/hugegraph and remove the one in
