- incubating in name
- signatures and hashes fine
- DISCLAIMER exists
- LICENSE need a bit more work
- NOTICE OK
- No unexpected binary files
- Can compile from source

It is unclear to me what bit of software the MIT license is referring to in 
LICENSE, it is also unlikely that the license text of those 3 BSD files are 
identical as one is described as BSD-style, please include ether license text 
(or pointers to them) for each piece of software. If you are not sure what to 
do, ask your mentors as they can help.

Hi IPMC,


The Apache Ratis community has voted and approved the proposal to 
release Apache Ratis incubating Release 0.4.0 rc4. We now kindly request 
the Incubator PMC members to review and vote on this source-only 
incubator release.


Apache Ratis is an open source Java implementation for RAFT consensus 
protocol. RAFT is being used successfully as an alternative to Paxos to 
implement a consistently replicated log. RAFT is proven to be safe and 
is designed to be simpler to understand.
