Hello Jim,
many Apache projects have shown that small PMCs can work as effectively (or
sometimes even more effective) than bigger PMCs. In a small PMC, the sense
of responsibility and ownership is different from a 20+ members PMC. I feel
that the Click community has gone tremendously well through

The initial PMC may be small but as long as the community works well,
continues to attract users and committers, and follows the Apache Way,
I have no issues.
