Hi Edson, Jakarta already has a persistence layer to use with databases, called Torque: http://jakarta.apache.org/turbine/torque/index.html While I personally haven't used it yet, and it's arguably not based on Design Partner, it seems to be fine enogh.
If your friend wants to propose her project anyway, please direct her to http://jakarta.apache.org/site/newproject.html where she will learn the requisites.
