I mean, IANAL but as a manager I would think that if the PMC is charged
with oversight it is surely marginally better for the PMC as a body to
mis-interpret and mis-enforce centrally than for there to be n different
personal mis-interpretations of legal requirements of all kinds.

I would have thought that a jakarta web-page of legal FAQ would at least
allow us to have an auditable standard, and if the standard is wrong it
should then be wrong for all to see, wrong everywhere to the same degree
and require one fix, rather than a big analysis effort up front.

I also see a pending mod for Stefan's update of whoweare.html. I just
regenerated the site, but I avoided reverting those two. I could
easily have committed those; I just didn't know what the etiquette

Notify the person, without overwriting their work, and ask them to make
their changes in the xdocs, regenerate the site, and update it properly.  So

OK, so if we don't have a clear standing etiquette, here is my opinion:

If someone updated xdocs/; he/she most probably also intended to
update docs/ *and* intended to do the svn update. I see this as
atomic.

Not usually. ;-) You might want to e-mail Jim. All I can tell you is that 
Brian's name isn't in the iCLAs file, and it didn't get added and then 
accidentally removed. Beyond that, I have no clue. For all I know, Jim 
might not have picked up from the PO box for a while, the CLA could be 
lying on his desk, or it could have fallen into a black hole. Sorry.
