BTW Nick gave the legalistic reason that POI commiters are required to 
swear that they have never been bound by an exclusionary
agreement with Microsoft regarding these file formats.  (He was slightly 
inaccurate in his version as we don't require you to never have SEEN the 
specs because some were/are released publically w/o restriction, we've 
never used the word sign without sign or been bound by as 
employer/member agreements can be binding w/o you signing it)

SVN for all - how it affects TLP

Here's how I think things would work with TLP stuff.

* If, for example, ECS goes to to TLP, we would create the ecs list out of 
the people forming the PMC.


* Committers 'leaving' with a TLP should be welcome to remain part of the 
jakarta list (I'm going to go ahead and make sure all of the TLP-heading 
project committers are on the jakarta group).


* Promoted subprojects are welcome to have permission for both their tlp 
auth group and for jakarta. Seems like a cool thing, even more open svn 
than we're currently talking about doing. Maybe someday we could reach a 
point when the only barriers in SVN are due to legal issues (JCP, POI's MS 
bit).
