Xalans (Java and C++), both XML parsers, each of the SOAP implementations
(there currently are only two, but there appears to be the potential for
more), and if possible, a single entry for AxKit and Cocoon.

Just my own personal preference, but on the main page I'd put the software
listing on the left and the news on the right. Some piece of software is
likely to be what the user is looking for and that's the first place they'll
look. If they want to see what's new they can read the rest of the page.
