I’ll think about it but probably not as it's IMO a serious issue, but others
IPMC members (including their mentors) can vote +1 if they think that's OK. It
only need 3+1 votes and more +1s

Also in general only relocated copyright lines need to be included in NOTICE
[1] not the copyright of permissive bundled software. [2] The full license text
is not included in the license file.
