Checking /proc/sys/net/ipv4/icmp_echo_ignore_broadcasts is probably a
good place to start.

ibping takes a LID or GUID (and not an IP address) as an argument so
this is not supported by ibping.

224.0.0.1 is the all (multicast) hosts on the subnet so I would expect
only those hosts supporting IPmc to respond and they may indicate some
other IP interface other than IPoIB.
