[gentoo-dev] Breakages due to new epatch behavior

The fix applied for bug 237667 casued all patches that have a full path
(other than /dev/nul) either on the left or right hand side to fail.
Bugs 238648, 238464, 238402 were caused because of that and I fixed 3
more patches under dev-java. There seems to be many more of those in the
tree.

So, please revert the commit because stable ebuilds are also victims of
the change.

I might not send an agenda out because this thread was so short and
sweet, and I'm fairly busy.

The additional item I'd like to add before PROPERTIES is whether there's
any need for the council to approve either of these. I don't recall us
approving cache changes in the past -- I think that's been done by the
portage team.

I tend to say we don't need to vote on PROPERTIES in cache, but perhaps
we should on 'interactive' so that global ebuild variables, even without
EAPI changes, are approved by the council.

This solution has been implemented now (to be released with >2.2_rc9).

In the beginning, there was nothing. And God said, 'Let there be
Light.' And there was still nothing, but you could see a bit better.
