How unfortunate. Does the add-on/extension manager provides system-wide
install option? Or what is the recomended way to manage system-wide
installation of noscript insead of using emerge?

There's no need to offer the user the choice to do something that is
always broken. Your car doesn't have a "connect the exhaust fumes to
the air conditioning intake" button.
