One reason is EAPI development often moves relatively slowly and many
potential repo spec features are probably simple enough to
discuss/implement at a quicker pace, at least initially.

That being said, if EAPI 8 isn't finalized most of the repo
functionality could be added to it if that approach is more agreeable.

I've made fonts-meta package to replace this, please see
  https://github.com/gentoo/gentoo/pull/20177
for any comments. (+ more maintainers welcome!)

a pkgmove + separate commit to update the ebuild with suggested changes
will probably be smarter than adding a new package.

I do have it forked already in my local overlay with few more font
packages added to the list. Would there be interest in keeping this one
alive, or replace it with some other new font-meta package?

Have you seen CONFIG_CMDLINE? It lets you bake command line args into
the kernel image itself.
