We no longer hold extensive discussions during meetings, so we'll handle 
this on the gentoo-council mailing list. Basically the request is that

I have a proposal for an agenda item.

I would like the council to decide on the removal of the requirement
that everything must come as an agenda item so they can be allowed to
make decisions in a timely manner, if necessary.  Of course, with my
proposal, the council can always decide themselves that something is not
an emergency, and postpone decision, or even require that the item go
for discussion before a decision is made, but the current agenda
requirement blocks the ability for quick decisions.

I would like to second this. I particularly find the notification 7 days 
before setting the agenda troublesome. It basically means that decisions can 
only be made half a month after the discussion has finished on -dev.

As far i understand, this was introduced after some GLEP slipped
through and some stuff had not properly been discussed and figured
out, so i think this policy makes sense for GLEPs - you can even put
it on the agenda 7 days before the meeting and still discuss it. If
things have been sorted out in the meanwhile (and probably just
because it's been brought to everyone's attention), the council still
can decide about it.

As for making quick decisions, i don't think that policy should affect
them, in theory the council can gather for an emergency meeting
whenever they want and decide quickly (as long it's not a GLEP that
hasn't been properly discussed ;-) )

However i guess that the policy could be made a bit more clear.

Polls for the council close at 00:00 UTC September 11th, they didn't
open on Aug 1st. As such it will be three days after the polls close so
it should be the inaugural meeting of the new council.
