eclass: autotools - Mark compatible EAPIs and introduce BDEPEND

The autotools commands are run on the build host.
As such, their packages needs to be in BDEPEND for EAPI 7.

Also taking this opportunity to list compatible EAPIs to consider
future adjustments.
