Is it my fault that people do random things without reading the docs?
You are free to improve stuff. My concern was documenting the status
quo. You had time to state your concerns.

Feel free to follow the proper procedure for enhancements. Please don't
forget to cover how machine readers are supposed to use the USE
dependency on bug reports.

This defeats the purpose of how a number packages were using this
field.. so we go backwards in time and remove all such maintainers.

It's GLEP 68. restrict="" must be EAPI 0 which means no USE
dependencies.

GLEP 67 does not remove the restrictions either:

"The package metadata description is fully self-sufficient for bug
assignment. The order in which  elements occur (after
applying restrictions) indicates the chain of responsibility. A bug is
assigned to the first maintainer, while all the remaining maintainers
are CC-ed."

The point of this entry is to assign bugs when a certain condition
exists.  The person/project is not responsible otherwise.
