No, some devs seems to assume breaking users system is ok, see [1],
but the thruth is that users would at least like to have a warning
before it happens. Please fill a bug against the offending package.

Yes, that's always been the case.

 - If so, can we get more integration with emerge itself?

I'd like us to add EAPI support for abi-slot dependencies, as
