 LC_ALL=C in make.conf.

I don't have an issue with localizations on my systems (I don't
use them anyway), the problem is with other people reporting bugs or
asking for support posting messages we can't understand, the
questionable quality of translations (as we can't really control them)
potentially leading to bogus bug reports and the general added
complexity. It's just my opinion that system tools simply shouldn't be
localized (best example: gcc error messages).

There have been various efforts to add localization for errors and
other portage messages.
The codebase is not well designed for it though, and the people who
want it done keep getting busy with other tasks, so it mostly lies
unused.

I wouldn't consider 2.1.3.14 old.


There is a portage_localization.py, and it's used
by portage.py and portage_locks.py.


But it could be used by almost all Portage Python modules.
