This sounds like a bug to me.
Could you please report it on bugs.gentoo.org.
This is a regression and should prevent stabilization of 5.17.
There is still one more bug fix release until we hit a stable candidate
5.17.5.

I've solved the missing L-click problem quite simply for my own use.

Use R-click to open the desktop context menu -> Configure Desktop
-> Mouse Actions -> Right Button : make it Application Launcher ;
that brings back the desktop menu of applications.

There was  1  problem : I could no longer access the context menu !
So I changed the line in  plasma-whatsit  in  ~/.config
to make the middle button bring up 'contextmenu' & everything was usable.
I had lost the possibility of dumping text into a sticky note,
but as I never want to do that in real life, it's an advantage.

L-click still does nothing on the desktop, but I can live with that.

I just checked Fluxbox : its panel clock showed '22:06' correctly.

In the system as a whole, that's always been my setting.
The 'date' command give : 'Sat 28 Dec 2019 09:44:07 PM EST' correctly.

In KDE, System Settings -> Regional Settings -> Date+Time -> Time Zone
shows 'UTC' ; if I change it to 'Toronto', then 'Apply', there's no change :
the digital clock in the panel continues to show '16:44:07 EST' ;
anyway, the Time Zone display tells me I can't save the configuration.
When I look at the 'Date + Time' display itself,
the analog clock shows the correct time, as does the legend below.

In  ~/.config/plasma-org.kde.plasma.desktop-appletsrc , it says :

The '<' version is the new one, the '>' version is the old one,
so the launcher above is present in the new one.

I've tried setting it via the context menu (R-click on desktop
-> Configure Desktop -> Mouse Actions -> Add Action -> L-click there),
which creates a new line 'Left Button : Standard Menu',
which I then change to 'Application Launcher', then 'Apply' + 'OK'.
There's no change : L-click on desktop has no effect, then or after reboot.

File  ~/.config/plasma-org.kde.plasma.desktop-appletsrc  shows :

  [ActionPlugins][0]
  LeftButton;NoModifier=org.kde.applauncher
  MidButton;NoModifier=org.kde.paste
  RightButton;NoModifier=org.kde.contextmenu

Middle-click in fact creates a sticky note containing clipboard contents
(ouch : I had to look in my notes to find out how to remove it,
ie by R-click on the R-hand side of the note, which gives a menu).

That's that thing I think I mentioned - that basically made KDE
*UNUSABLE* in the early days of KDE4. My ancient thunderbird athlon took
over a day from login to desktop - I don't know how long because I
killed it and switched to LXDE or something like that.

When I have a error, I search bgo first, fgo 2nd and then go to
startpage/google and use the quote marks.  There's not to many windoze
errors that way.  That said, I often find the answer I want on the 2nd
or 3rd page.  Sometimes it is even deeper than that. 

Given what you said, no wonder so many wanted to get rid of the thing. 
lol  It's like a pocket full of sand when standing on the beach.  Pretty
much worthless.  :/

I still haven't had the chance to logout and back in yet.  I assembled
three battery desulfators today.  I ordered the boards off ebay, put
them in PVC pipe to protect them and installed one so far.  I'm testing
it on the lawn mower first.  Tractor and car comes next.  ;-)

Wikipedia explains what semantic search is.  Pretty much what Google does when 
your search for something and you find a bunch of MSWindows answers coming up 
top, annoying the hell out you!  LOL!

PS. I tend to add "-Windows" in many searches these days in order to keep my 
blood pressure down.  :-p

Either delete and logout/login again or figure out what line is
offending KDE so much.  This is the file:

plasma-org.kde.plasma.desktop-appletsrc

Which is located in /home//.config/ .  That is what fixed the
other persons problem.  Knowing what line does this would be nice.  You
lose pretty much all your settings it seems.

I must have it disabled by a USE flag or something because there is no
mention of search in the list.  I recall disabling some stuff when I was
switching to KDE4.  On the rare occasion I need to find something, there
is locate, find and friends.  Plus, Dolphin and other file managers have
their own search tools anyway.

I created a new user and for this user everything works as it should -
now I just have to figure out the best way to somehow recreate my
personalized setup after moving the old configuration out of the way.

Instead of recreating all your user settings, I'd start by diffing the two
users directories.  This would point to files which are probably irrelevant to
your issue, e.g. application files, and consequently leave you with some
generic desktop configuration files to compare.




Plus, this may be a good time to rename the config directory to .old and
copy one or two files over at a time until you find a failure.  Then you
know which file is causing the problem and can restore the other files
and only have to reconfigure what that one file creates.

Either way you do this it will require some time and effort.  Mick's
idea may be faster.  Files with no difference won't matter so no point
copying them over one or two at a time.  Just do that for the ones that
are different.  Keep in mind, you can't always do this with different
users unless you change the permissions.

Post what, if anything, you figure out tho.  It may help some other poor
soul with the same issue.

I may have misled you by calling it the Control Panel. It's actually System

This doesn't make a lot of sense to me since I use the GUI and xdm
service.  I think this might make sense to you tho.

because it can't find 'startkde', so I'm back with the elegance of Fluxbox.

I run stable on most things, especially system packages, but run
unstable on most desktop type packages.  Since I run unstable on KDE, I
run unstable on them all unless one has a problem and I need to go back
to a working package.
