It's been a while for me but I believe it's both. I think busybox is
the thing that gives you command line tools like cd, ls, p
ntoo to manage
the hardware.
I do similar things on an 8 core machine, etc. I always reserve 2 CPUs
for Gentoo.
NOTE: Windows and it's apps are memory hogs so you'll need a LOT more

get lirc to work correctly on newer kernels. The problem started after
a large system update just before the udev 171 to 197 migration. Among
other upgrades dhcpcd was upgraded from 5.2.12 to 5.6.4, net-tools was
upgraded from 1.60_p20110409135728 to 1.60_p20120127084908, and
ernel, but I find
it to be harder to setup and less 'flexible' than loop-AES (the changing
passphrase thing, for example).

What could also help in this is installing vmware-workstation-tools[1]
in your Gentoo instance.
Not directly related to your specific problem, but I've been running
RHEL 5 x86_64 in a VM on a CentOS 5 i386 host. The time in RHEL flows
slowly, and soon the clock is way behind. I have
