All those entries are stored in
/etc/login.defs
I guess they are set wrong?
Here is it without comments:
FAIL_DELAY 3

MOTD_FILE /etc/motd
TTYTYPE_FILE/etc/ttytype
FTMP_FILE
It sounds like either bash or baselayout was upgraded recently. Login
as root and run etc-update, merge your configuraation changes
appropriately, and you should be good to go.
