If you use 'format=jsonv2' the result has another field called 'place_rank'. The value corresponds to the ranks mentioned here: http://wiki.openstreetmap.org/wiki/Nominatim/Development_overview#Country_to_street_level In particular, for admin boundaries the value corresponds to the admin_level tag times 2.
