There is an error in geoserver doc when using sphinx to build the html. This
error only occurs in windows

That directory in question (web/app/minimal) is an svn external. And it is a
relative one which from what I understand is only supported by more recent
svn clients. So it could be your svn client is older and does not support
it.
So you can try updating svn... or you can just copy the minimal dire
