I use the Resource REST API, and importer REST-API to manage GeoPackage files. I am not sure of the best way to manage files; there is also was a community rest-upload for resumable uploads at some point. It is still in the codebase, but does not have documentation. -- Jody Garnett On Jul 25, 20
