Hi,
right now DimensionInfo and the code handling dimensions uses dimensions
values which are dependent on the data type:
* for time it's "current"
* for elevation is the minimum
* for custom dimensions it's the first value in the list

We would like to have this user configurable instead, with the following
settings:
* min value (dynamically picked)
* max value (dynamically picked)
* no default (and throw exception if not specified)
* user provided (the admin will provide a static value in this case).

The reasons for this are multiple:
* better flexibility in configuration
* for data that has multiple dimensions enabled, give the admin a chance to
set a group of default values that actually identify one vector
feature/raster granule, the defaults often results in an empty map instead

The change would be relatively small, not sure if it's proposal worthy, you
let me know
