I'd suggest trying with a more recent (supported) version of geoserver, but if that isn't possible, at least ensure that you have both "monitor" and "monitor-hibernate" jars. I'm guessing (because you didn't describe your installation process), but its possibly you have the first and not the second, or that there is a permission problem on the second.
