Sorry, I noticed too late that those BitTorrents are ECW files so they are not for JPIP. I am prepering some new JPEG2000 mosaics but they are not ready yet. Right now there is whole lot of JPEG2000 orthoimages with attribution-only license downloadable through this link

Yup exactly like that Ian. I read up about the documentation on geoserver.org about that and it seems like Geoserver doesn't actually publish those images as true layers with that EPSG code? This was the ImageCollection Plugin I believe. I can't seem to find the docs for that plugin
