I assume you are following the instructions here:
https://docs.geoserver.org/latest/en/user/production/container.html#enable-cors
These instructions are quite clear, your error message seems to indicate
you are running Jetty.
Looking at your attached web.xml the instructions have not been follow
Can you please share web.xml changes you have made?
