It looks like it is on the Data (first) tab as of GeoServer 2.12.1 - probably part of the refactoring that was done during the Wicket upgrade. Hi, I'm not aware of a "edit layer" in the "publishing tab". Can you give us some context of what you're trying to do, and where did you get instructions talking about the "edit layer" in the "publishing tab"?
