You need to use a Parameter Filter to let GWC know which values to allow
for caching. Each combination of possible parameters (Gridset, Format,
Style, etc) leads to another cache so this is something to be careful about.
The GWC documentation on Parameter Filters is here:
First off, if you want to use the standard GeoServer WMS endpoint with
caching, you need to make sure that you have Direct Integration enabled.
Second, you need to make sure the layer is configured for caching and that

It looks like something earlier in the process is rewriting the request
parameters to add a FILTER parameter. I think this came up before and it
was resolved by adding a FILTER parameter filter with the same values as
the CQL_FILTER one.
