Best if it's in the function call, functions should have explicit
arguments, not implicit/magical ones.
Support for this kind of magic function could be added, but it requires
development in GeoTools
(an interface to mark this type of function, and changes in the code to
recognize the case in the style
attribute extraction code).

making attribute resolution not

Should it be referenced in the style anywhere or being argument of the function 
call?
If it is enough to reference, what is the best practice for a “noop” function 
to reference all attributes required by the functions of the style?

There is the "property" function that can be used to load properties
dynamically, no other way.
For best performance is best to always indicate the properties needed in
clear in the style.

the source data,
so your function will have to have the necessary parameters explicitly
listed as call arguments

Could you also help me understand the following.
I try to add a new function to geoserver. The function I implemented is called 
properly, however the feature passed to the evaluate function seems to have 
only 2 properties however the feature should have tens of properties.

I call my function from CSS like this: 
label: [npIsL1Splitter()]; 

And the evalute() is coded as below:

  public  T evaluate(Object object, Class context) {
String isL1;
if (object instanceof SimpleFeature) {
isL1 = isL1Splitter((SimpleFeature)object);
}
else {
isL1 = object.getClass().getName();
}
return Converters.convert(isL1, context); // convert to requested format

Is there any “lasy” loading of properties?

Hi,
in OGC Filter, and by extension, in SLD and CSS, a function is not a
filter, it's an expression.
The filters are the alphanumeric and spatial comparisons. like, between,
and the logical combinators.
In order to make that a filter you'll have to write:

[equalTo(1, 1) = true]
