I am adding a couple of Filter/Expression visitors that will do a sanity
check against a provided FilterCapabilities:

The FilterToSQL is still encoding information twice; once into a
FilterCapabilities data structure (that is used to quickly perform mask
based tests; problem is it is no longer quick as producing the number
involves instance of tests). It is also fatal in a few spots if you are

I am sure that some have noticed the recent svn outages of late. I know
that this is more a problem with the unruley size of our repository then
the actual server. But I seem to remember Paul having a plan to clean
