I'm not opposed, but a shapefile has a quite specific definition, it
requires a minimum of shp, shx and dbf
to be called a shapefile.
I may be amenable to allow shapefile datastore to read just dbf files as
well, but nowhere in the documentation

Some ESRI Shapefile data providers provide data with or without
geometries. *.dbf files may come without corresponding *.shp etc. files.
One such provider is HERE/NavStreets
(https:/www.here.com/platform/map-data) . To support reading of such
data, 15-25 lines would have to be changed.
