I have upped the heap to 2G for both the build and deploy steps, and that
seems to have fixed the issue for now. I am still curious as to why this
was happening in the fist place, and why it is not affecting master.

The new geotools-15.x builds have been failing with a Java Heap space
error. It is thrown during the deploy phase (exactly where varies, I have
seen it thrown by the 'Extensions to EPSG authority factory' and by the
'PostGIS DataStore').
