I just tried tried traceroute and got 'unknown host' for
svn.osgeo.org, though I can reach other hosts.

Yes, and a mirroring functionality (svnsync) comes with the 1.4 version.
It could be of some help if we wanted to improve geotools SVN
reliability.

version on http://subversion.tigris.org is 1.4.3. I believe that the 1.1.x
series is not supported anymore. Maybe upgrating the SVN server would help to
improve stability?

transition the repository over to the "fsfs" backend for SVN.
However, it will take some time, as the geotools svn is an
(unforgivable) 1.7 gigabytes in size.

svn gets locked when I try a commit. After killing the process it looks that
was able to upload the files but the process blocks forever. Its just me or
are really a problem?
