GeoServer release artifacts are available for testing:

I do note that the winsetup.exe is only available 30 min later than the

Other developers, I am starting with the release now. I note that there
were no recent PRs, and also that a new GWC version 1.23.3 is required
(Andrea, Jody, please assist).

One thing to keep an eye out for testing is change to the binary
distribution.
We should be able to run startup.sh from:
cd $GEOSERVER_HOME
bin/startup.sh
or:
cd GEOSERVER_HOME/bin
./startup.sh
