I did not see anything specific about attachments in the codebase, but
searching I was able to find one example where an attachment has been
carried over:

Interesting... says nothing about attachment, are they carried over?
Lack of support for user mapping is also a notable limitation (all tickets
and comment will appear as performed by the import user).
