Btw, jpeg is a rather bad format for serving, I would recommend going
to geotiff using gdal utils.

I am not 100% sure about what you are asking here.
The rasterToVector perform conversion from raster to vector, therefore
I would not expect it to be fast.

Are you disposing the geotiff readers you are using in your code?
Besides, is that the whole stacktrace you see or is there some more?

Beware of the fact that if you are working with pure RGB images you
may want to use at least bilinear interpolation to get better results
(but less speed).

from what you are talking about it looks like you are trying to go
from an area in a crs that is outside the outside of definition of the
target crs (or too close).
It might be worth providing us with an isolated sample to reproduce the porblem.

ImageIO is not required. Only JAI is required at the moment, even
though there are plans to remove such dependency.
Btw the dependency should be jai_core.
