The event is organized by David Dana (Northwestern Pritzker School of Law). The event is co-sponsored by the Buffett Institute for Global Studies at Northwestern University. We invite scholarly submissions on any theme relevant to this topic, including pieces that address approach the topic from the perspective of (among others) domestic and international law, political economy and public choice, ethics, political and social psychology, and climate science. We are interested in papers addressing a broad range of topics, including (but not limited to): · Do governance approaches applied to other areas of scientific research and biotechnology provide relevant guidance? · To what extent is it possible to devise effective regulation before the technological subject of that regulation is understood, and if not, is there a way to co-evolve technology and regulation? · Given the ethical framework of a precautionary principle, should the development and use of the most potentially dangerous technologies simply be banned? · How, if at all, can an effective international accord regarding geo-engineering be achieved and made effective? · Does the regime for nuclear weaponry provide lessons? · Is there a role for existing international institutions such as the United Nations, or are new ones required? · What role will public perception and opinion play in a governance regime forgeoengineering? · What will be the effects of geoengineering on support and efforts directed at mitigation and adaptation? All selected participants will be expected to produce a working draft of their paper by May 1, 2017; read the other papers that will be presented in advance of the workshop; and participate in person at our workshop, to be held at Northwestern Pritzker Law School in Chicago, on May 18-19, 2017. Attendance for this roundtable is by invitation only. Potential attendees who are not submitting a paper can indicate their interest in receiving an invitation by sending a message to: searlecen...@law.northwestern.edu. Consideration for attendance at this small, invitation-only event will be reviewed on a rolling basis until*November 1, 2016*. Participants based in the United States will receive a participant fee of $750.00. International participants will receive a participant fee of $1,500.00. This participant fee is intended to cover reasonable transportation expenses as no travel reimbursement will be made without prior approval. Government employees and non-US residents may instead elect to be reimbursed for travel expenses up to the participant fee amount.
