contrib/jenkins: more aggressively exclude docs
Completely discard prefix/share/doc in builds. There was still ~1.2Mb from
libosmo-netif around.
Exception: osmo-hlr installs a bootstrap sql in prefix/share/doc/osmo-hlr,
so leave that script as-is.
