it very much depends on how you would like to contribute.  If you want
to hack on scripts or plug-ins, you probably want to upgrade to 1.2.3
and start reading the API reference in devel-docs. On the web, you
should be able to find a HOWTO on writing plug-ins as well as a
gimp-plugin-template.

If you intend to contribute to the gimp core, download gimp-1.3.5 or
grab the source out of CVS.
