It shows up in the Undo History if a layer or path is linked/unlinked.

In such a case it may help to look at the message catalog from trunk.
There we introduced a lot of translation context:

msgctxt undo-type
msgid Link/Unlink item

In gimp.gimp-2-6.pot file the string is surrounded by these other
strings, perhaps somewhat related:

Link/Unlink item
Item properties
Move item
Scale item
Resize item
Add layer
...

I _guess_ it is (was?) a tooltip for the chain icon in the layers dialog where 
layers can be linked together.  And I'm pretty sure that is what it means.
