Add photo toolbar to group photography specific action-buttons like: scan 
(photo or film (negative, 
slide))red eye, UV, shape, mono color, sepia, scale, chang file size (web, 1M, 
2M, 3M,...) noise reduction, 
itp. This will simplify and promote GIMP use for ordinary users. The action 
list should be carefully
selected. This photo-toolbar should  be automatically open when user will start 
maybe Photo-GIMP. Maybe this 
photo-toolbar should define functionality of Photo-GIMP with the simple 
way(button Advanced editing) 
to switch to full version. The good thing is to enable to add custom action 
buttons to toolbar (customize photo-toolbar).

Ordinary users (is there really such thing at all?) would rather go
for Picasa-like application for that.
