Otherwise, where could I start to implement it myself? The perlotine plug-in is probably a good starting point. You'll want to pop up a gui to select the cells to join. If you get stuck, feel free to ask the gimp-developer list for advice on how to continue. And please submit this (very useful!) plugin to the registry when you are finished. I think another tool that you are looking for is the QuickPage-PERL-Script, a plugin for GIMP, which takes two layers for the active and the inactive graphic of a link and a path to add the desired OnMouseOver-region and URL of the link.
