Surround your message by a pair of comment tags (i.e. ) and put it
just before each the corresponding or another content tag.
The way of "NOTE TO TRANSLATORS:" message at src/appendix/gfdl.xml may give some
hint for you. But I suggest a sample on a snippet of toolbox/gegl-operation.xml:
