Does i.e. make html-xx (where xx is the language code) works?

works only for html-en. anyway, i just learned how makefiles work and
how make processes them and fixed that, just waiting till it makes all
docs and then will make the patch and put it on bugzilla. i hope someone
will find some time to check if the fix is right and will push it to
repo :-)
