The difference is that you have exact control over how much of the top layer shows in any given place, and you can view that mask and paint on it with any tool, not only 'paintbrush-like' ones (e.g. eraser) The kind of difference is rather similar to the difference between using free-select to choose an area to erase and using QuickMask.
